بيان مشترك لوزراء الخارجية للقرارات والإجراءات الإسرائيلية غير القانونية الهادفة إلى فرض السيادة الإسرائيلية والاستيطان

أدان وزراء خارجية كل من جمهورية مصر العربية، المملكة الأردنية الهاشمية، الإمارات العربية المتحدة، جمهورية إندونيسيا، جمهورية باكستان الإسلامية، جمهورية تركيا، المملكة العربية السعودية، ودولة قطر، بأشدّ العبارات القرارات والإجراءات الإسرائيلية غير القانونية الهادفة إلى فرض السيادة الإسرائيلية غير الشرعية، وترسيخ الاستيطان، وفرض واقع قانوني وإداري جديد في الضفة الغربية المحتلة، بما يسرّع محاولات ضمّها غير القانوني وتهجير الشعب الفلسطيني. وأكّدوا مجددًّا أنّ لا سيادة لإسرائيل على الأرض الفلسطينية المحتلة.
وحذّر الوزراء من استمرار السياسات الإسرائيلية التوسّعية والإجراءات غير القانونية التي تنتهجها اسرائيل في الضفة الغربية المحتلة، والتي تؤدّي إلى تأجيج العنف والصراع في المنطقة.
وأعرب الوزراء عن رفضهم المطلق لهذه الإجراءات غير القانونية، التي تشكّل انتهاكًا صارخًا للقانون الدولي، وتقوّض حلّ الدولتين، وتمثّل اعتداءً على الحقّ غير القابل للتصرف للشعب الفلسطيني في إقامة دولته المستقلة ذات السيادة على خطوط الرابع من حزيران ١٩٦٧ وعاصمتها القدس المحتلة. كما أن هذه الإجراءات تقوض الجهود الجارية لتحقيق السلام والاستقرار في المنطقة.
وأكّد الوزراء أنّ هذه الإجراءات غير القانونية في الضفة الغربية المحتلة باطلة ولاغية، وتشكّل انتهاكًا واضحًا لقرارات مجلس الأمن الدولي وخصوصًا القرار ٢٣٣٤ الذي يدين جميع الإجراءات الإسرائيلية الرامية إلى تغيير التكوين الديموغرافي وطابع ووضع الأرض الفلسطينية المحتلة منذ عام ١٩٦٧ بما فيها القدس الشرقية، وكذلك الرأي الاستشاري الصادر عام ٢٠٢٤ عن محكمة العدل الدولية، الذي خلص إلى أن سياسات وممارسات إسرائيل في الأرض الفلسطينية المحتلة، واستمرار وجودها فيها، غير قانونية، وأكد ضرورة إنهاء الاحتلال الإسرائيلي، وبطلان ضم الأراضي الفلسطينية المحتلة.
وجدّد الوزراء دعوتهم إلى المجتمع الدولي تحمّل مسؤولياته القانونية والأخلاقية، وإلزام اسرائيل بوقف تصعيدها الخطير في الضفة الغربية المحتلة وتصريحات مسؤوليها التحريضية.
وشدّد الوزراء على أنّ تلبية الحقوق المشروعة للشعب الفلسطيني في تقرير المصير وإقامة دولته استنادًا إلى حلّ الدولتين ووفقًا لقرارات الشرعية الدولية ومبادرة السلام العربية هو السبيل الوحيد لتحقيق السلام العادل والشامل الذي يضمن الأمن والاستقرار في المنطقة.

The Foreign Ministers of the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Türkiye, the Kingdom of Saudi Arabia, and the State of Qatar, condemned in the strongest terms the illegal Israeli decisions and measures aimed at imposing unlawful Israeli sovereignty, entrenching settlement activity, and enforcing a new legal and administrative reality in the occupied West Bank, thereby accelerating attempts at its illegal annexation and the displacement of the Palestinian people. They reaffirmed that Israel has no sovereignty over the occupied Palestinian territory.
The Ministers warned against the continued expansionist Israeli policies and illegal measures pursued by the Israeli government in the occupied West Bank, which fuel violence and conflict in the region.
The Ministers expressed their absolute rejection of these illegal actions, which constitute a blatant violation of international law, undermine the two-state solution, and represent an assault on the inalienable right of the Palestinian people to realize their independent and sovereign state on the 4 June 1967 lines, with occupied Jerusalem as its capital. Such actions also undermine the ongoing efforts for peace and stability in the region.
The Ministers affirmed that these illegal measures in the occupied West Bank are null and void and constitute a clear violation of UN Security Council resolutions, particularly Resolution 2334, which condemns all Israeli measures aimed at altering the demographic composition, character, and status of the Palestinian territory occupied since 1967, including East Jerusalem, as well as the 2024 advisory opinion of the International Court of Justice, which found that Israel’s policies and practices in the occupied Palestinian territory and its continued presence is illegal, affirmed the necessity of ending the Israeli occupation, and the nullity of the annexation of occupied Palestinian territory.
They renewed their call on the international community to fulfill its legal and moral responsibilities and to compel Israel to halt its dangerous escalation in the occupied West Bank and the inciting statements of its officials.
They stressed that the fulfillment of the legitimate rights of the Palestinian people to self-determination and statehood, based on the two-state solution in accordance with resolutions of international legitimacy and the Arab Peace Initiative, remains the only path to achieving just and comprehensive peace that ensures security and stability in the region.
